  • 109 teams entered, 103 actually played (8 for the first time) a total of 306 matches. Central African Republic expelled (for not paying the entry fee) and Iran, Ghana and Uganda withdrew. Libya later withdrew in a dispute with Egypt over a re-arranged game in Italy.
  • Qualifications drawn 14 October 1979 in Zürich.
  • Finals drawn 16 January 1982, Palacio de Congresos in Madrid.
  • Format expanded to 24 teams. Teams divided into six groups of four. The top two teams in each group advanced to the second round, where they split into four groups of three (A to D). The winners of each group advanced to the semi-finals. The only time this system will ever be used.
  • Six teams were seeded by the Organising Committee.
